Muhammad's goal in Phase One was to kill six white people a day for 30 days per month. Phase Two was meant to be undertaken in Baltimore, but was never carried out.
It was to begin with the killing of a pregnant woman by a shot to the abdomen. The next step was to have been the killing of a Baltimore City police officer and, at the officer's funeral, to detonate several improvised explosive devices that contained shrapnel intending to kill a large number of police officers attending the funeral.
Phase Three was to take place very shortly after, if not during, Phase Two. It was to extort several million dollars from the United States government.
This money would be used to finance a larger plan to travel to Canada, stopping en route at YMCAs and orphanages to recruit impressionable young boys with no parents or guidance.
